P B Abeykoon, Secretary to the President

P B Abeykoon brings in more than three decades of experience in Public Service, rising from Assistant Government Agent to Secretary, Ministry of Public Administration and Home Affairs prior to his assuming duties as Secretary to the President on January 9, 2015.

Mr Abeykoon’s Public Service career commenced as an entrant to the Sri Lanka Administrative Service (SLAS) in 1982. His first posting was as the Assistant Government Agent of Gomarankadawela in Trincomalee District in 1983, at a time when the district was facing regular acts of terrorism, which had at the time claimed the lives of five Assistant Government Agents. Mr Abeykoon’s tenure as an Assistant Government Agent is marked by his dedication to the service of the people of Trincomalee in a challenging environment of constant threat and insecurity.

Mr Abeykoon had held several senior posts in the Public Service, including as the Deputy Director of Combined Services in the Ministry of Public Administration in 1995, and as  Director in the Ministry of Industries in 2004. Subsequently, he headed two important government departments as the Commissioner General of Registration of Persons, and as the Controller General of Immigration and Emigration. While serving in the latter position, his leadership was instrumental in the Department’s performance in securing the National Productivity Award.

In 2010, he became Secretary to the Ministry of Public Management and Reforms, followed by his appointment as Secretary to the Ministry of Public Administration and Home Affairs until his present appointment as Secretary to the President.

Mr Abeykoon is a graduate of the University of Kelaniya from where he obtained a Special Degree in Economics. He then proceeded to complete a Masters Degree in Development Administration at the Asian Institute of Management in Manila, The Philippines. He has also studied at the Sri Lanka Law College and acquired professional qualifications as an Attorney-at-Law.
