What is Open Government Partnership ?

The OGP is a multilateral initiative that encourages governments to make commitments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governments, learning from each other’s experiences and in partnership with civil society within the country. The OGP had been formally launched on September 20, 2011, when the 8 founding governments (Brazil, Indonesia, Mexico, Norway, the Philippines, South Africa, the United Kingdom and the United States) endorsed the OGP Declaration and announced their countries’ action plans. Currently, the OGP consists of 70 member countries and membership is through invitation.

Sri Lanka and OGP

Sri Lanka was invited to join the OGP in October 2015.
In October 2015, on invitation, Sri Lanka participated at the OGP summit in Mexico, and became a participating country of the OGP by endorsing the Declaration. The delegation was led by the then Minister of Justice, Hon. Wijeydasa Rajapakshe.

How does OGP work?

Under the OGP, all participating countries are required to develop a Two – Year National Action Plan to implement good governance initiatives in collaboration with civil society. The OGP guidelines require that national action plans are developed through a multi stakeholder process with the active engagement of citizens and civil society building on the following core values.

  • Public participation based on the belief that those who are affected by a decision have a right to be involved in the decision-making process.
  • Public participation includes the promise that the public’s contribution will influence the decision.
  • Public participation promotes sustainable decisions by recognizing and communicating the needs and interests of all participants, including decision makers.
  • Public participation seeks out and facilitates the involvement of those potentially affected by or interested in a decision.
  • Public participation seeks input from participants in designing how they participate.
  • Public participation provides participants with the information they need to participate in a meaningful way.
  • Public participation communicates to participants how their input affected the decision.

First National Action Plan (2016 – 2018)

On October 11, 2016 the Cabinet of Ministers granted approval for the implementation of the first National Action Plan .

Second National Action Plan (2018 – 2020)

OGP was previously monitored by the Ministry of Foreign Affairs and subsequently taken under the purview of Secretary to the President in April, 2018. A Committee chaired by Secretary to the President is currently engaged in preparations to formulate the next two-year National Action Plan .
